Sorry if someone already asked this but what does “no fire arms parts” mean?

It means you are not allowed to use anything commercially available that is a firearm part. IE- bolts, barrels, chamber reamers, locking blocks, etc, etc.

Could a submission contain a 100% non-printed barrel?

Yes. as long as its not commercially manufactured.
